The Housing Justice League
California’s housing unaffordability crisis has severely deepened throughout the COVID-19 pandemic, and in response ACCE Action launched an ambitious mass outreach and organizing program designed to bring tens of thousands of struggling tenants, from all parts of California, into the Housing Justice League. ACCE has created the infrastructure to do large-scale outreach through social media, radio ads and mass texting, and to move people into on-going Defend Your Home workshops, legal support, organizing training, and more. By June 2020, over 75,000 tenants had signed up to join the Housing Justice League.
The loss of income due to COVID-19 has meant that millions are unable to pay their rent and, as people do go back to work, they are not receiving back pay so, naturally, are often not able to pay back rent! Starting in April 2020, ACCE Action members have been pressuring local and state lawmakers to prevent evictions and forgive (or cancel) rent – and we’ve made a lot of progress. In January 2021, the State prohibited evictions due to non-payment of rent and created a large rent and utility assistance program. ACCE members and other allies then continued to push for a more universal program for income eligible people that did not require landlord participation. By June 2021 we had won this.
In a number of cities across the state, ACCE member have led successful campaigns to win stronger protections locally, from rent control and just cause for evictions, to COVID eviction protections and laws to combat landlord harassment.

Housing Justice At Large
Born out of our years of work fighting Wall Street’s agenda to foreclose on millions of families across California, ACCE Action is deeply committed to fighting displacement and building a California where everyone has access to a safe and affordable place to live. This means working to PROTECT tenants and homeowners who are fighting to stay housed, PRESERVE existing affordable housing, and PRODUCE more housing that is affordable for people with very low incomes as well as the unemployed.
All across the state, ACCE Action organizes tenants facing unreasonable rent increases, unjust or illegal evictions, and landlord harassment. We fight alongside those tenants to improve their immediate situation and win structural changes that will stabilize housing for their fellow community members such as establishing and strengthening rent control ordinances, ending unjust evictions, and increasing the supply of housing affordable to people with very low and extremely low incomes. In numerous cities, ACCE members are deeply involved in the growing Community Land Trust (CLT) movement and are working to move existing rental housing from the private, speculative market into community control, while we fight for an expansion of publicly funded, permanently affordable housing to meet the needs of our state’s low-income and working families.
ACCE Action is also a proud steering committee member of Housing NOW! – a statewide coalition that is building power to make housing affordable and combat the displacement crisis that is disproportionately impacting working class communities of color. Led by tenants, our coalition also includes allied landlords, realtors, and dozens of community, faith and labor organizations.
Corporate Accountability
From corporations like Chevron, the largest landowner in California, for not paying their fair share in property taxes - to big banks and private equity giants like Blackstone for buying up our homes and displacing millions of Californians, ACCE Action is holding Wall Street accountable
ACCE Action continues to work with allies across the state to lift up the need for progressive revenue, especially revenue that has been systematically syphoned from our communities through corporate giveaways and tax loopholes.
Training And Leadership Development
Key to ACCE Action’s Power Building theory of change is the development of community members into powerful leaders and savvy organizers - enhancing our ability to successfully create and implement campaigns. We also know the powerful change that is possible when members are able to fully participate in the decisions affecting their lives. The best way we know to support members in doing that is by equipping them with the tools they need to understand the world around them, share their stories, and fight to win systems that will affirm and support them. We do this by creating opportunities to critically discuss underlying social, racial, ethnic, economic and gender power dynamics that affect our daily lives and by galvanizing the will of our members to build community power from the ground up.
Spokesperson Trainings
The situations and stories of community members being evicted from their homes, being shut out of economic recovery efforts, or losing jobs and work opportunities because they need to stay home to care for their children or their elders are heart breaking. ACCE works to turn that pain into action. Through quarterly spokesperson trainings we work with members to strengthen the voices and to connect their personal stories to the kinds of systems change efforts they are working to win.
Visioning and Organizing Trainings (A-Team)
ACCE Action continues to partner with our sister organization, ACCE Institute, to advance the organizing skills of our grassroots membership base. Training sessions focus on collective visioning, conversations around what power is and how to build it, and organizing skills related to current ACCE Action campaigns. The goal is to translate the power of the everyday people into an undeniable organizing force for progressive change.
Voter Engagement
Wall Street, oil companies, landlord associations, and giant corporations continue to spend billions every election cycle to buy political power in both major parties. They use their outsized influence to reduce consumer protections, award corporate subsidies, and exploit shady tax loopholes.
But, we have proven that when we are engaged and organized, not only can we defeat their attacks, but we can pass strong policies that benefit our communities! ACCE Action’s voter outreach teams connect directly with community members in order to engage deeply on the issues, and peel away the corporate lies. At ACCE Action, we understand the impact of one-on-one conversations to educate voters, and win elections. In the past decade, ACCE Action’s voter engagement team has won local ballot measures, city council races, and school board seats.
At the statewide level, ACCE Action is also a part of the Million Voters Project (MVP) - an unprecedented collaboration of California’s strongest community-based networks organizing to expand California’s electorate and build our political power as the new California majority.
In the fall of 2020, ACCE Action’s voter engagement teams contacted 61,832 voters across multiple initiative campaigns and electoral races, helping to pass progressive ballot measures, and elect candidates that place people over corporate profit.
ACCE Legal
ACCE’s Legal team is the newest addition to the ACCE family. Our legal team is a group of in-house attorney’s for ACCE that provide direct legal services to ACCE Action members, provide training and education on policy, draft legislation for ACCE Action and allied elected officials, and do litigation when it furthers the goals of our members and their campaigns. In 2020, ACCE’s legal team helped write the strongest eviction moratorium in the country for Oakland which subsequently inspired and was copied by many other jurisdictions - many of the elements of the moratorium were eventually incorporated into state law through AB 3088.
